So what TIME can you preorder on the 15th?

I believe last year the preorders started at midnight, but for the iPad they started at 8AM.

You never know.

I was told by AT&T that I had a few days to pre order from store...still going in that day unless I can get from apple with upgrade price

If they post the exact time it's likely the internetz would explode. Best keep it random and have people sit at their computer refreshing.

On the preorder of my iPad I put the full price on my creditcard so I would think it would be the same thing.

Yes, if the price differs depending on one's AT&T contract status, how does Apple know what to charge you if you pre-order through Apple and not AT&T? Of course, they are "joined at the hip," so Apple probably knows already!
