checking on phone upgrade not working on website

Repeatedly I am told on the AT&T website that I cannot check on phone upgrades. "We apologize for the inconvenience........Premier Support at 1-866-499-8008, refer to error P1231. Why? What's up with this? Keeps happening. every. day.
