Help with cellular data statistics

I'm about to shell out the $$ for international data pkg. for travel to europe. I know enough to reset statistics for cellular network data to keep track of what I'm using. Can someone tell me if the "received" number INCLUDES wifi usage or is it strictly network 3G data? In other words, can I trust the figure w/o worrying about overage? Thanks for any help.
