Ringtone won't sync to iPhone

I created my own ringtones by cutting songs to 30 second clips and then changing the file extension to m4r. This worked great in the past. I made another one today and it shows up under ringtones in iTunes, but it won't sync to the iPhone. Does this have anything to do with the new software 3.1.3? Any help is apprecited.

One thing I noticed is the bit rate is 256. Does it have to be 128?

im not sure about the software being 3.1.3 but im also using some ringtones that are 256 kbps and it works for me. although my software is 3.0

cut it down to 29 seconds, if it is over 30 seconds it will not work, if yours are actually 30.2 seconds the same rule may apply
