Hi I have an iPhone 3g (3.1.2) and I wanna know if there is a way I can use it as a modem for my laptop. The Internet on my phone is the only form of Internet I have. So I can't download anything on my laptop....so can anyone help me?

I do not have cydia on my phone.
My phone is not jailbroken

You'll need to jailbreak, AT&T does not yet support tethering for the iPhone.

he is correct

at this time you can-

jailbreak and use it with the risk AT&T finds out you're violating your contract (there's always a risk, no matter how small, especially if you use it as your primary Internet)
buy a dedicated broadband card
get a cheap DSL line
