iPhone Configuration Utility?

I just restarted my computer after Vista installed some updates. Naturally the Apple updater comes up with some stuff to update for Safari and "iPhone Configuration Utility 2.1".

I read the description and the iPhone thing looks like it is for encryption and exchange accounts, is that right?

I downloaded it to my wife's computer and it looks like it is definately for business use. A way for IT to lock down devices or change settings through scripts and such.
