Wallpaper Question

So I know how to change my wallpaper on my iPhone 3GS, but is there any way to get it up "permanently" behind the "desktop" (app) icons or is it only going to show up whenever my phone goes idle?

Only way to do that is to jailbreak it, Apple doesn't let us theme the phones for some unknown reason.

jailbreak and then look into winterboard.
