Calls over Wifi?

Hi everyone-

I tried searching around for an answer, but have not come up with anything, yet (and what I have come across is confusing). Is there any way to make phone calls over the WiFi network if I do not have VoIP? Is this a jailbreaking feature? As most of my minutes are from my home office, this would be an excellent feature. Let me know if I am out of my mind.
