If GPS fails to track does that mean no e911?

My iPhone's GPS occasionally will not track unless I do a soft reset. On the instances where it will not track, if I dial 911 will that mean e911 will fail or is that system reliant on a different location tracking system?

e911 is important to me and if the GPS bug means e911 won't work when I need it then I need to carry a different phone for calling.

i'd add to that, that if GPS fails to track, it would fail worse on other phones...

the E911 track gives us a pretty good radius, and then fails back to the old system of the closest cell tower if E911 doesn't get a coord. from my experience at work, MOST phones fail to track GPS..
