Does the IPhone 3GS prefer Wifi over 3G?

Just wondering, in the event it needs to get some sort of data service, will it first try to connect via WIFI, then use 3G if no Wifi is available?

If not, is there an appstore app that will do this, or a cydia app?

the iPhone will first look for a WiFi connection then if there is none then 3G. This is assuming that you have WiFi turned on

I have wifi on at all times, and if im going to use a data intensive tool like a police/radio scanner, i want to be sure i have it on wifi instead of 3G
