Wifi vs 3G

I can't connect to the Internet without a wi-fi connection. I was told I automatically went to 3G to connect use mail and Safari. Was I misinformed? Am I not completing connection steps

Mail and Safari uses wifi as well.

If you mean you have no data connection at all through your carrier, it may be something on their end. First try simply resetting your phone. If you still have no data, call your carrier and remind them that since you're paying for data you'd like it turned on.
