As in using it while on the charger it loses charge? Using the OEM Apple charger?

If you are using the iPad while charging, then what you are doing us using more than what is being supplied.
If that's not the case, then unplug the iPad. Do a hard reset.
Hold the top or side power/sleep button and the home button at the same time until the Apple logo appears, then release.

Now plug back in to charge.
