You probably hear it before bought IPad/ iPhone and previous owner left information on it now you can't activate it .you went through all the step to get the problem fixed nothing. me i spoke to a apple-Tech they told me without the owner deactivating the security code its nothing they can do this is Apple now. My question that because I can't get in touch with the previous owner that I stuck with a IPad that is useless please tell me that's not the case
and something can be done about it

Unless the owner of the AppleID that the device is locked to removes the lock - which can be done - it is a paperweight.
