Why can,t I access the subtitles on my ipad

I have followed all the steps but still they won't appear

If your iPad is running iOS 9 or above, the following directions should help you.

1. Go to Settings → General → Accessibility
2. Scroll down and select "Subtitles & Captioning".
3. Enable the toggle next to "Closed Captions + SDH".
