I read via another site that there is a jailbreak tweak that will put the Facebook chat head feature on your iOS device. I don't jailbreak and therefore I haven't confirmed the claim.

It's about the Facebook app not the iPad. Facebook for iOS has chatheads inside the app. Once you close it Apple won't allow them to float a chathead on their home screen.
