iPad 4K videos on YouTube?

So I was on YouTube and I was watching a video that was taken with an iPad 2. One of the video quality choices was 4K. How is this possible, since no iPad can upload videos to YouTube with 4K quality? Is there an app where you can upload videos from an iPad or iPhone with 4K quality to YouTube?

They may be using an app called Ultrakam4k. I can't say for sure. There may be other ways. Here's the App Store link:
