iPad wifi issue

iPad Pro 9.7 wifi goes to sleep with Smart Cover when charging and iCloud backup won't start will wifi sleep when iPad is locked ?

It shouldn't. Mine doesn't.

Do you have a setting like that, like under WiFi or Display?

That hasn't been my experience with my iPad Pro 12.9. Backups work just fine, as well as notifications.

no but diagnostic at apple chat support pass and I do get notifications fine and my iphone 7 does the same not sure if router is the issue

My iPad Pro still gets notifications with the smart cover closed. It also backs up overnight while charging.

Can you start a manual backup and then close the cover and see if the backup completes?
