Can you be more specific about what you're trying to delete?

I'm thinking you might mean the Apple apps? If so, you need iOS 10. Then tap and hold on an app until it wiggles, then tap the (x) next to the icon.

If that's not it, please clarify.

OK you don't really push, just tap and hold. Like you're launching the app, but don't remove your finger. It should start to wiggle.

Well I'm at a loss ... not sure if it's an iOS issue or user issue. Anyone you know familiar with iOS that can try?

Without seeing what you're doing it's hard to know exactly where things are going wrong. Do you have a friend with an iPhone or iPad that can help you in person?

Have you tried deleting the apps in Settings >General > Usage > Manage storage > scroll to the App > Tap > delete.
