Should my iPad Pro have been on right out of the box?

When I opened the box of my iPad Pro, it was on. Should it have been on or could I have gotten a used on?

It should have been off. Was the package sealed in plastic? Was the iPad covered in the clear plastic?

If not on both of those it might have been a return.
