They're likely using a same camera from the iPad Air 2. You need a bigger sensor for 4K, because it's a 4:3 sensor not a 16:9 sensor. That means they'd have had to put something like a 10.x MP sensor in the device (like some Motorola Devices used) which would have given them the headroom for 4K. This is why the new iPhones have 12MP - it was pretty much required for 4K (the image quality in daylight is comparable to previous models and low light is worse).

It the iSight camera was a native 16:9 Sensor and they used no Software Stabilization, it would be possible to do 4K on it, but neither of those are the case.
