Is there a way without a jailbreak to have my devices automatically reset cellular data usage each month?

Nope, sorry. You have to do it manually.

What you can do though, if your carrier offers it, is using their app to monitor your data consumption =)

This is what I do. Works well!

I use an app called Mydata Manager. At first you have ton enter ypur cycle and all. After you just have to check in once in a while when you want to know how much data you used, in wifi, LTE etc... Really easy
