Email message: This message has not been downloaded from the server. What can I do?

Email message: This message has not been downloaded from the server.

I'm getting this message constantly in emails. I've turned off cellular to see if helped and it didn't. I'm using TWC wi-fi. Any ideas? I have a rebuilt I-Pad mini. iOS 9.

If the email account is configure via POP, reconfigure it for IMAP.
