Ipad app for marking up a pdf for construction as built

I'm looking for the right app. I have a series of pdf map images and I want to mark them up with colours of my choice etc. I appreciate your advice.

I'm using GoodReader for all kind of PDF Reading and editing, works awesomely and has tons of features. It can exactly what you're asking for. Are there any other requirements?

Try PlanGrid (free) for as-builts, punch lists, etc. It also works great for scaling PDFs to calculate dimensions.
