Manual doesn't help
Went to web sights tried everything as instructed still not working

What specific steps did you take? With AutoFill, there's not much for you to do after setting it up in the device's settings. When you visit a website and enter your login credentials, it'll ask if you want Safari to remember the information, and the next time you visit that site, your login info will auto insert.
