If all iPad Air devices come unlocked, why is Sprint telling me that T-mobile has to unlock mine?

I've researched and come to believe all iPad Airs unlocked, because you only need to change the SIM. (model 1475) When I approached Sprint, my current carrier, they say T-Mobile must unlock the iPad for Sprint to enter it into their system. Confused.

That doesn't mean that T-mobile didn't place a carrier lock on it when you signed up for its service, especially if you didn't buy the iPad outright.

Sprint is confused.

No their not depending on where he bought the iPad I believe. If I remember all iPads bought from Apple is unlocked but carriers lock it if it was bought from a carrier?
