Ipad won't sync with iTunes

For some reason my iPad or iPhone won't sync with iTunes at all with the OEM cable.

My iPhone is syncing with WiFi though

It doesn't work for me either no mater how I try and sync it.

I had an issue setting up my 6s plus earlier and kept giving me an error code (1). If you're getting this too try updating iTunes to version 12.3.0.44

I'm not even getting an error code.

The only fix Apple is telling me is erase the whole phone or iPad I am having trouble with. Then re-download gigs of content. This happens to me 4-5 times a year on all my idevices.

After checking with an iOS8 iPad I have it looks like anything that has iOS9 on won't transfer and the old iOS8 will.
