My iPad air 2 will not text to all my contacts. Why

i got the ipad air 2 with 128 mg so i could replace my apple 4 with retina display with 16 mg. and i can;t seem to get the air 2 to text to all contacts

Are you using Text Message Forwarding with your phone? If not, you will only be able to send Apple iMessages to other iOS devices. With this forwarding with your phone, it can relay traditional text messages (using your phone) to non Apple phones as well.

On Phone:
Settings -> Messages -> Text Message Forwarding -> turn setting on for your iPad
