I bought iPad 3rd generation new why can't download iOS 9?

Hi I wish to inform you I need help to download my iPad 3rd generation to iOS 9 even if I buy the software thanks

1. Make sure the iPad is connected to the Internet AND that the Internet
Connection is stable.
2. On the iPad, go to Settings→ General→ Software Update, and then allow the iPad to auto search for an update.
3. When an update is found, select to download and install it.
