Why doesn't my auto fill work in Safari?

My auto fill doesn't work in Safari

I have an iPad2. It used to fill in automatically then it didn't when I loaded the current latest IOS program. Then for a while a strip would appear across the bottom of the page after I touched the login blank, that prompted me to auto fill by touching it. Now that doesn't come up. It's very frustrating to have to manually type login names and passwords everytime.

Settings → Safari → AutoFill.
Enable the toggle next to "Names and Passwords".
