How to transfer game data to new ipad?

We got an ipad air 2 to replace an old ipad 2. We backed up the old ipad to icloud, then set up the new ipad using that backup. All of the apps transferred properly, but game data did not move. Is there any way to transfer game data (i.e., the state or history of games) from the old ipad to the new ipad?

How is "Create a backup with the old iPhone and then restore the backup to the new iPhone. The game data should appear on the device when the process of re-downloading the apps is complete." different from what I did: create a backup from the old device to icloud, then use that backup to set up (from scratch) the new device? The apps downloaded, but not the data.

BTW, I didn't use game center on the old device.

Posts in the Apple support forum suggest this isn't possible, you can transfer apps but you can only transfer game data if you're logged into a game (that is, have an account that records progress).

A number of programs (e.g., iexplorer) were able to transfer game progress data, but don't work with recent versions of ios.
