After i jailbreak my iPad 2 iOS 8.4, can i download my apps from app store?

i have an iPad 2 iOS 8.4 which has a looping apple logo issue and refuses to sync on iTunes(disconnects) or charge fully. I am thinking of doing a fresh factory restore,then jailbreak. my question is ;"will i be able to download my apps from icloud through the app store?".
