No. To be a member of Apple's Developer Program, it'll cost you a fee

Once you've paid the fee, you'll have access to the developer beta.

You can sign up for the public beta and you will have access to iOS 10 in July. While there are developer provisioning profiles floating around, it's better to wait until a stable public release is out.

The 3rd generation iPad is supported with respect to iOS 10. Having said that, please be patient. We do. It get paid to answer your questions and we do have things to cater to outside of the forums. Thanks.
