How do I set up a new iPad as an additional iPad but with the same image as an existing iPad

I have 1 iPad and want to add a new second iPad to be set up the same way as the old but with a different name. If I just use the restore from existing image I end up with 2 iPads with the same name and only 1 device is registered under Manage Devices. I know I can change the name after setup but still only one device appears under Managed Devices.

You changed the device name in Settings/General/About/Name and it still shows up as one device? I've done this and I saw two separate devices.
