Am I correct in this; if someone with a non-iOS device sends an SMS to my iPhone's cell number, it will not show up in the messaging app on my iPad? Or is there a setting to allow that?

For years now, I've not paid for text messaging with ATT, choosing to have my non-iOS friends text me on my Google Voice number so that it does show up on both my iPhone and iPad. But I just switched plans and now have messaging included. Just tying to figure out the best workflow.

No. If someone on a non-iOS device is sending you an SMS, it will not show up on your iPad. Only iMessages can show up in that messages app on the ipad.

Using the Google Search app for iPad you can get non iPhone SMS on your iPad if you are using your cell number as your Google Voice number. You used to be able to use the iPhone Google voice app on iPad.
