On iOS9 my iPad freezes when I delete apps how can I fix this?

Every time I hit the x button my iPad mini completely freezes and I can't even turn it on or off also,the delete bar doesn't even come up and once it begins working again the app is still there and the apple logo comes up as if I completely turned off the device

I would do a backup & completely restore the device from the backup. If that doesn't work, is there my insurance on the device ?

Nonetheless, try using the method I recommended in the thread referenced above. If you're still experiencing issues restore the device as @Smply_Rckless recommended. This sounds like a software issue, IMHO, so I don't think getting a replacement device is necessary.
