iMessage won't let me sign in?

I've been searching everywhere for help with this, but no one else seems to have the same problem. It isn't a network error, its not that I have the wrong password, the problem I have is when I open the app, something comes up on the screen telling me to sign in. But I can't select anything. Everything is blanked out so I can't tap on it. On the top it says "Learn more about iMessage, but it doesn't open anything when I tap on it. I've tried going into settings but the iMessage thing is blanked out there too, so I cant click on it. The same thing happens to Facetime. It happened when i downloaded iOS 9. Is there any possible way to fix this?

More than likely someone has enabled restrictions on your device.
