What could be wrong with my iPod?

iPod not responding

My friend's iPod touch (5th gen 16gb, no back camera) is acting really strange. It won't launch any apps or run SpringBoard correctly. Anyone have an idea as to what's going on?

Have they installed anything recently,mother than iOS 9? Perhaps they could try resetting all settings-many have said that helped after updating to iOS 9.
