Is it possible to do a restore to my iphone and stay on iOS 8 to clean iPhone?

How can I format the phone without update to iOS 9?

You can Erase All Content and Settings through, from the phone itself. That's not a restore per se, but it will wipe the phone while keeping you on iOS 8.
Settings> General > Reset > Erase All Content and Settings

You can't restore and stay on iOS 8. Apple no longer signs iOS 8. If you Erase All Content and Settings, you will be on the latest OS when you set up. That would be iOS 9.2 for now.
