Instant Hotspot

Is the instant hotspot feature free. I know it says it will come with iOS 8.1 but does it just pull from your regular service data or do you free to pay extra service fees ?

All it is is a one click way from your Mac to enable hotspot on your phone, even when your phone is across the room. If you have mobile hotspot through your carrier then you will be good.

I don't know what would happen should you try to activate it if you don't have a tethering plan. Might not even show up in the network list.

I have a sprint unlimited data plan but i don't have hotspot under my plan features.

So will i not be able to use the hotspot

You need to have tethering plan enabled via your carrier. If you are on one of the tiered data plan with AT&T it is enabled by default so I would be cautious while using it.

With the new double data plans with carriers this will be a nice feature

People with grandfathered plan w/tethering will not be able to use the feature and to get tethering on they will have to drop the unlimited plan
