Make and receive phone calls ipad mini. Send and receive sms text messages

I can receive phone calls on my iPad mini but I can't make calls.

On my Ipad mini I can't send, neither receive SMS text Messages. I can send iMessages.

What can I do for this work. Thanksss

Apple took the sms relay part out for the public release. They will turn that part of Handoff back on with the release of 8.1 and Yosemite for the Mac later this month
