iPad Air Multitasking Gestures in iOS 8

Anyone else notice that the multitasking gestures do not respond sometimes in iOS 8 on their iPad air? They don't respond if you do not have any apps in the background, which is strange because sometimes I want to use it to get to the favorites bar or to use handoff. If I have no apps open, I have to double click the home button. Other times, the multitasking gestures just plain old don't work for seemingly no reason at all and I have to double click the home button. Very odd...

Anyone else having these issues or am I looking at a restore?

I have noticed that on my iPad 4. It seems to be rare, but random.

I have it happen in Safari and in other random apps.

Restored my iPad to a new device. I'll report back if that fixed it. It seems snappier overall...
