Should the Find My iPhone feature be built-in to iOS 8?

I know that I do not need the Find My iPhone app installed in order to have it initiated so that I can locate it by logging into the iCloud website via a computer, however, I do have to install a separate Find My iPhone app in order to search for a device from my iPhone, iPad or Mac. Shouldn't it be a built-in feature, and if so, should it be that way starting with iOS 8?

I think Apple is still trying to give people choice to use location tracking or not. I don't know if they will integrate it more directly or not.

I think that at least activation lock should be built in without the need to install find my iPhone but still have an option to disable it.
