When you select 'define' from the pop up with text selected in iOS 7, there is a new "manage" option where you can add other, multilanguage dictionaries. This is great for me, because I'm learning Korean right now. There is both a Korean dictionary, as well as a Korean to English dictionary. Of course, there are number of other languages.

I probably missed it, but I didn't hear this feature be singled out in any of the reviews of iOS 7 that I read, so I thought I would mention it here.

Yes, I noticed it shortly after I installed the GM version. That was smart on Apple's part.

I found this right after iOS 7. The one that had been there was gone. Every word I entered to define took me to "No Definition Found". Then I saw "manage" down in the corner. I first tried the Apple Dictionary, but it didn't work. So I got the American English. It's been great.
