HELP! Phone won't charge, so it won't install iOS7.

I started my download without the phone being plugged up, well now it?s lower than 50% and won?t install iOS7. BUT the phone won?t charge now. I have tried 2 different cables, a wall charge and a laptop charge. Nothing.

Any solutions?
