Ok,
It was my understanding that with the release of iOS 7 all devices that could run it would get iWork free. Just updated my iPhone 4S to iOS 7 and to get iWork I still have to pay for it. Is it going to be in the future that they are free or will I have to wipe my phone to get them?

Not sure... the article specifically stated iOS 7 activations...

Free applies to devices purchased new beginning with the release of the 5C & 5S and other devices going forward.

Only with new device activations that come with iOS 7 out of the box
