Does it need to be in a special Panoramas folder or anything like that?

I don’t think so. My photos app identified it as a panorama... and when I set the wallpaper, I just picked that image. Scroll down in the list to find panorama on the photo albums list in the wallpaper setting.

After a quick reset it is now working for me. Oddly enough the smooth 180 degree rotation only works on images labelled "Panorama" I tried to create my own wallpaper with similar dimensions and it would not work.

What did you "reset"? As in reboot?

I can't get it to work even with panoramic photos in the Panoramas folder take with my iPhone 5...

I quit all apps then restarted the device. After that when I set a panorama lock screen it worked
