What do you mean? Do you have 6.1.2 installed on your device and you want to roll back to a previous version? Do you have a previous version and you want to update to 6.1.2?

Is your phone jailbroken? What phone is it? What iOS do you currently have installed. We need more info in order to help you, mate.

Normally when I DL an IOS its in a DPG file or IPSW

This time it went straight to an RAR file and I dont know which file to open or what to do....

You probably just need to download winRAR and unpack it to your C Drive. When you double click the RAR whats in the content list?
