Mail: huge attachments downloaded automatically

One iPhone 4S (5.1.1) User has the following problem:

Attachments of any size (+30 MB) are being downloaded automatically, even if the mail has neither been opened nor the download arrow been pressed. Since the user gets tons of mails and attachment his allowed traffic is exceeded.

The mail account is connected to a MS Exchange 2010 (ActiveSync) and this happens while using the cellular networks.

Afaik iPhone usually do not automatically download large attachments.

Is there a documentation of the attachment behaviour of iOS Mail? Do you know the common auto-download size limit? Does the size limit for auto-download depend on he connection (Wi-Fi, cellular?)

Can this be set through ActiveSync Policies? This page (Understanding Exchange ActiveSync Mailbox Policies: Exchange 2010 Help) says so:

Maximum attachment size: This setting specifies the maximum size of attachments that are automatically downloaded to the mobile phone.

In fact, when we tried this setting, the behavior on the iPhone was more like the description on this page (http://technet.microsoft.com/en-us/library/bb123994.aspx):

Maximum attachment size (KB) Select this check box to specify a maximum size for attachments that are downloaded to the mobile phone. After you select the check box, use the text box to enter a maximum attachment size, in KB. If this check box is selected, attachments that are larger than the specified size can't be downloaded to the device.
