Actually figured it out. It didn't work under contacts only but it worked under everyone which it weird

This means that the person probably doesn't have the others apple id email stored as a contact in that persons contact card. At least this is how I fixed the same issue between my phone and my wife's. I had her apple id associated email but she did not have mine saved under my contact card. So "everyone" worked but contacts only didn't, until I added my email to my contact card on her phone.

Why would you be able to see one person's iPhone and not the other one they're sitting right next to each other

They have to turn on airdrop too? Enabling wifi and Bluetooth doesn't mean you have air drop on. You should switch it on for contacts or everyone. Hope that helps.
