Will Photos App download as many photos as possible? Upgrade from 64gb to 128gb iPhone

I've just upgraded from an iPhone 6 to an iPhone 7 Plus. I've got a 1TB iCloud storage plan and roundabout 500GB of photos there. Photos App setting is on "optimize storage". Will it download all photos till the storage is full or is there any limit like 50GB for example?

If all those photos are already in iCloud Photo Library, they will also appear on your iPhone.
